Executive Secretary Noeleen Heyzer (right) participates in panel entitled "Strengthening the Role of International Cooperation and Opposing Protectionism" at the St. Petersburg International Economic Forum.  Sitting to the left of the Executive Secretary are Thomas Friedman, the panel's moderator and Foreign Affairs Columnist for the New York Times and  Deputy Prime Minister and Minister of Finance for the Russian Federation Alexei Kudrin.

The Panel was set up to discuss the following issues. The Great Depression demonstrated that protectionism serves to aggravate a crisis. How can the unjustified growth of protectionism be prevented?
